Amends North Dakota Century Code section 50-10.2-02 to add explicit protections for residents' rights to send and receive electronic mail and use electronic devices for private conversations in health care facilities.

Requires facilities to provide residents with a written statement of rights upon admission, orally explain the statement within 30 days, and repeat the explanation annually while the resident remains in the facility.

Guarantees residents the right to private meetings, communications, and unopened mail; participate in grievance processes; manage finances; receive medical information; and refuse treatment without fear of retaliation or discrimination.

Requires facilities to display notices making available for public review inspection reports, deficiency reports, grievance processes, and ownership and conflict of interest information from the previous two years.
