Amends section 44-08-05.1 of the North Dakota Century Code regarding payments and purchasing card authority for public funds.

Requires public officers and employees approving payments to verify expenditures are for lawful purposes, that travel reimbursement claims are accurate, and that non-travel payments contain no false claims.

Authorizes the director of the office of management and budget, state board of higher education, political subdivisions, and school districts to establish and administer purchasing card systems for their respective entities.

Imposes criminal penalties under title 12.1 and personal liability for funds improperly expended on public officers or employees who fraudulently use purchasing cards or knowingly approve false or unlawful claims.

Requires any public officer, employee, or individual with knowledge of violations to report to the attorney general or appropriate state's attorney, who may investigate and initiate criminal prosecution or civil suits for fund recovery.
