Amends North Dakota Century Code section 50-11.1-13.1 to define when individuals providing early childhood services are guilty of a class B misdemeanor.

Makes it a class B misdemeanor to provide early childhood services after being required to register as a sexual offender or after having an application denied or license revoked by the department.

Prohibits individuals from allowing another person required to register as a sexual offender or with a denied/revoked childcare license to be present while providing early childhood services to children.

Makes it a class B misdemeanor for individuals convicted of specified felonies and certain misdemeanors listed under North Dakota law or equivalent offenses in other jurisdictions to provide early childhood services.

Allows exemptions where the department determines an individual can provide care free of abuse and neglect, and permits some misdemeanor convictions to be disregarded if five years have elapsed since final discharge without subsequent conviction.
