Amends North Dakota Century Code section 21-03-07, subsection 7, regarding voter approval requirements for school construction bonds.

School districts with populations between 4,000 and 20,000 residents may issue bonds with approval from 57 percent of qualified electors voting on the question.

School districts with populations of 20,000 or more residents may issue bonds with approval from 55 percent of qualified electors voting on the question.

School districts may alternatively adopt a two-thirds board resolution to dedicate tax levies and issue general obligation bonds for school building construction, reconstruction, or repair without a public vote.

Property owners have 60 days after publication of the initial resolution to file written protests; proceedings are barred if protests are signed by owners representing 5 percent or more of the district's total assessed property valuation.
