Prohibits state or local elected officials, the state, political subdivisions, or businesses from requiring medical products as a condition of employment, entry to a business or public building, or receipt of services or goods unless the manufacturer is liable for any death or serious injury caused by the product

Defines "medical product" to include drugs, biologics, or medical devices

Clarifies that the provision does not grant any person the right to require use of a medical product

Applies notwithstanding any other existing law
