Defines "youth patriotic society" as a youth group that promotes patriotism, civic education, and civic involvement and is listed under title 36, United States Code, subtitle II, part b, as of January 1, 2021.

Requires representatives of youth patriotic societies to be allowed to speak to students during regular school hours at each public school in North Dakota during the first quarter of each academic school year.

Societies must provide school principals with advance notice of their intent to speak to students.

School principals may designate the time, place, and manner in which youth patriotic society representatives are allowed to speak to students.
