Changes notice requirement before foreclosure from 20 days to 10 days in writing to lienholders of record and property owners.

Replaces terminology throughout the statute from "mortgage" and "mortgagee" with "lien" and "lienholder" to broaden applicability beyond mortgages.

Grants lienholders the same rights as secured parties under the Uniform Commercial Code for nonjudicial disposition of property, allowing sale without court proceedings.

Clarifies that storage fees may not accrue until 15 days after owner is requested to take possession of the property.
