Creates a new immunization exemption for individuals required to receive vaccines for employment, school attendance, or licensure if no FDA-approved vaccine meets specified criteria.

Requires the pivotal clinical trial used for FDA approval to evaluate vaccine safety for at least one year against a placebo or another qualifying vaccine.

Mandates the state department of health post vaccine injury and disease information on its website, including the rate of occurrence.

Requires proof that the risk of permanent disability or death from the vaccine is less than from the infection it prevents.

Requires vaccine manufacturers to have liability for design defects and any deaths or injuries caused by the vaccine, and prohibits state agencies from imposing additional conditions to claim the exemption.
