Amends North Dakota Century Code section 54-03-02 to allow the legislative assembly to conduct full business in December following elections in even-numbered years, not just organizational and orientation purposes.

Requires the legislative assembly to meet in December at the seat of government following member elections for organizational and orientation purposes and may then recess until the time provided in subsection 2.

Permits the legislative assembly to optionally convene in December following member elections to consider and vote on bills and resolutions and conduct any other business authorized during a regular session.

Passed the House with 57 yeas and 36 nays (1 absent) and the Senate with 41 yeas and 6 nays (0 absent).
