Amends section 40-22-10 to require engineer's reports for special improvement districts to include information describing how the district was created and which properties are determined to receive benefits from the proposed improvement.

Creates a new requirement under section 40-23-10 that any notice related to special improvement districts must be published on the city's website.

Amends section 40-23.1-08 to require publication of assessment lists on the municipality's website in addition to the official newspaper, and changes language from "shall not include" to "may not include" regarding the amount each property is benefited by the improvement.

Allows city auditors to file and make assessment lists available for public inspection during reasonable business hours instead of publishing them if the list contains more than 5,000 lots, tracts, or parcels.
