Political subdivisions, including local health departments, are prohibited from limiting or regulating hours of operation or capacity of private businesses regardless of essential or nonessential designation, except when expressly authorized by state law, federal law, or federal regulation.

State agencies are prohibited from limiting or regulating business hours of operation or capacity unless expressly set or authorized by state law, federal law, or federal regulation.

Executive orders issued by the governor, state department of health administrative rules, and orders of the state health officer are subject to these restrictions.

Any rule, ordinance, administrative rule, or executive order that conflicts with these prohibitions is declared void.
