• Amends the definition of "gambling" to exclude "internet live poker" as a lawful contest of skill, and creates a new licensing and regulatory framework for internet live poker establishments in North Dakota.

• Establishes the Attorney General as the licensing authority with a one-time initial registration fee of $10,000 and annual licensing fee of $5,000 per establishment.

• Imposes a 10 percent tax on adjusted gross proceeds from internet live poker games, with monthly remittance to the Attorney General.

• Creates an internet live poker proceeds fund with annual allocations of 10 percent to gambling disorder prevention and treatment, 50 percent to the common schools trust fund principal, and 40 percent to the general fund.

• Restricts internet live poker participation to individuals age 21 and older and prohibits use of credit cards for play; becomes effective upon voter approval of House Concurrent Resolution No. 3012.
