Amends North Dakota Century Code definitions relating to medical marijuana by adding "cannabinoid edible product" as a food or potable liquid soft or hard lozenge in geometric square shape with maximum of 10 milligrams of tetrahydrocannabinol per serving.

Establishes that registered qualifying patients may possess maximum 500 milligrams of cannabinoid edible products at any time, with 4,000 milligrams maximum tetrahydrocannabinol permitted in a 30-day period for all cannabinoid concentrates and medical cannabinoid products combined.

Requires manufacturing facilities to obtain prior department approval before manufacturing cannabinoid edible products in department-licensed commercial kitchens with annual inspections.

Mandates cannabinoid edible product packaging be resealable, child-resistant, and non-transparent with maximum 100 milligrams tetrahydrocannabinol per package, and labeling in black Arial font with product information and serving details.

Prohibits marketing of cannabinoid edible products to minors and requires the health council to adopt rules regulating the form, manufacturing, packaging, labeling, and marketing of such products.
