Amends North Dakota Century Code section 15-04-01 to modify the maximum lease duration for state school and public lands from "not more than" to "to exceed" five years.

Allows lands never placed under cultivation by contract purchasers to be leased for pasturage or meadow purposes for periods not to exceed five years after contract cancellation.

Permits lands placed under cultivation by contract purchasers to be leased for purposes other than pasturage and meadow after contract cancellation, at the discretion of the board of university and school lands, until the land is resold.

Allows lease periods to extend beyond five years if the governor declares a state of emergency under chapter 37-17.1 that impacts the commissioner's ability to hold a live auction under section 15-04-10.

Maintains requirement that all rents be payable annually in advance.
