Amends North Dakota sentencing law to modify subsection 1 of section 12.1-32-02 regarding sentencing alternatives available to courts.

Adds "completion of a restorative justice program" as a sentencing alternative, defined as a system focusing on offender rehabilitation through reconciliation with victims and the community.

Maintains existing sentencing options including probation, imprisonment, fines, restitution, property restoration, treatment commitments for addiction or mental health, and sexual offender treatment programs.

Specifies imprisonment locations by offense level: state correctional facilities or county jails for felonies and class A misdemeanors; county jails or regional corrections centers for class B misdemeanors; and community or faith-based treatment programs when appropriate.

Limits sentencing of offenders under 18 years old to imprisonment in the custody of the Department of Corrections and Rehabilitation only.
