Creates a new section in chapter 34-01 of the North Dakota Century Code prohibiting political subdivisions from adopting or enforcing ordinances requiring employers to provide paid family leave beyond federal or state law requirements.

Defines "paid family leave" as employment benefits allowing employees to take time off work to care for an ill family member or to bond with a new child entering the family.

Applies only to private employers doing business in North Dakota, explicitly excluding public employers (the state and its political subdivisions).

Passed the House with a vote of 79-14 (1 absent) and the Senate with a vote of 39-7 (1 absent).
