Department of Motor Vehicles may issue a certificate of collector's title for rebuilt, reconstructed, salvaged, antique, or vintage motor vehicles upon application and satisfactory proof of ownership, without requiring a certificate of inspection.

Applicants must pay a ten dollar fee and provide satisfactory proof of ownership; department may establish procedures for determining ownership when legal owner of record cannot be determined, with appeal rights to district court.

Certificate of collector's title authorizes the owner to reconstruct, rebuild, and sell the motor vehicle, but prohibits operating the vehicle on any highway, street, or road, with violation constituting a class A misdemeanor.

Department shall deny the certificate if the application contains false or fraudulent statements, applicant fails to furnish required information, vehicle is stolen or embezzled, title is suspended or revoked, required fee is unpaid, or applicable sales or motor vehicle excise taxes remain unpaid.
