Expands the ground water degradation prevention program to specifically include monitoring of legacy waste pits and other special waste.

Requires the department to establish ground water standards for special waste compounds, aligning with standards set by other states and the EPA unless scientifically confirmed data justifies changes.

Mandates the commissioner to implement or require mitigation activities to prevent future ground water contamination from special waste, in addition to existing pesticide-related requirements.

Allows the department to request access to landowner or operator property for monitoring ground water and soils where special waste may threaten ground water resources, with court authorization available if access is denied.

Makes unauthorized disclosure of landowner and operator identities linked to ground water monitoring program findings a violation of section 12.1-13-01, unless a compelling public interest determination is made by rule.
