Department shall establish and administer a voucher system to address underserved areas and gaps in substance abuse treatment services, funded within legislative appropriations.

Out-of-state licensed substance abuse treatment programs located in bordering states may participate in the voucher program to serve underserved areas of North Dakota, subject to department rules and approval.

Out-of-state providers are limited to reimbursement for outpatient and community-based services only after completing a needs assessment and receiving department approval.

Eligible services include only those levels of care recognized by the American Society of Addiction Medicine, with programs required to collect and report process and outcome measures.

Participating treatment programs must provide evidence-based services and comply with department requirements, training, and technical assistance; effective date July 1, 2022.
