Amends North Dakota Century Code section 39-06-07 regarding operator's license applications to allow applicants to provide an affidavit stating they were not assigned a social security number as an alternative to providing a social security number.

Applicants must continue to state full name, date of birth, sex, residence and mailing address, and provide a brief description on the application form furnished by the director.

Director may require applicants to provide a social security card and proof of residence address to improve identity security.

Director may request a copy of driver's record from another jurisdiction if applicant was previously licensed elsewhere, and such records become part of the applicant's North Dakota driving record with the same legal effect.
