Creates Class D authorized emergency vehicles for private security agencies that can park irrespective of parking restrictions but cannot exceed speed limits or endanger life or property.

Class D vehicles must display green and amber flashing lights visible 500 feet away with equal color distribution, be marked with "PRIVATE SECURITY," "SECURITY PATROL," or company name on both sides and rear, and be engaged in security duties on assigned private or public property.

Prohibits Class D vehicles from displaying or activating green and amber lights while on any public road.

Amends right-of-way requirements to include steady red or red and blue lamp displays for authorized emergency vehicles, and adds oscillating to the list of prohibited light types for regular vehicles.

Creates infraction penalties for drivers who violate right-of-way laws for authorized emergency vehicles or state highway maintenance vehicles while displaying authorized warning lights and cause an accident.
