Removes the requirement that the state health officer must be a physician, instead requiring only substantive private or public administrative experience and demonstrated public health experience.

Changes the advisory committee provision so it is only triggered "when the office of the state health officer is temporarily filled," rather than when the governor fails to appoint a physician.

Maintains all existing duties and responsibilities of the state health officer, including disease control orders, laboratory operations, and health education.

Passed the House 87-7 and Senate 47-0 during the 2021 North Dakota legislative session.
