Creates new provision in North Dakota Century Code chapter 14-09 requiring child support obligations to be proportional to the amount of parenting time awarded in parental rights and responsibilities proceedings

Allows courts to accept stipulated agreements on parenting time and child support when both parties are represented by attorneys

Establishes minimum child support obligation floor of 50 percent of the amount calculated under state child support guidelines, regardless of circumstances

Overrides contrary provisions in existing law sections 14-09-06.2, 14-09-09.7, 14-09-09.32, and 14-09-31
