Modifies enrollment requirements for North Dakota scholarships to allow "at least half time" enrollment instead of "full time" for students graduating after December 31, 2021, across all institution types.

Establishes tiered scholarship amounts based on institution type: $750 per semester for four-year institutions; $1,500 per semester for two-year and tribal institutions; with corresponding quarter amounts of $500 and $1,000.

Maintains the $6,000 lifetime maximum scholarship amount and 2.75 cumulative grade point average requirement for all eligible students.

Allows scholarships to be used within six academic years of high school graduation and permits application to graduate programs.

Updates one-time exception provision in section 15.1-21-02.8 to reference "at least half time" enrollment for both semester and quarter-based institutions.
