Establishes a rebuttable presumption that COVID-19 exposure and contraction for essential workers arose out of and in the course of employment and is causally connected to workplace hazards.

Defines "essential workers" as 34 categories of employees including healthcare providers, educators, grocery store workers, emergency responders, utility workers, and agricultural workers.

Allows employers to rebut the presumption by proving the worker was remote for 14+ consecutive days before illness, implemented CDC-recommended safety practices for 14+ days, or contracted COVID-19 from an alternate source.

Applies retroactively to COVID-19 claims filed after March 24, 2020, allowing workers whose claims were previously denied to resubmit them.

Expires on July 31, 2023.
