Creates a new provision allowing North Dakota higher education institutions to issue printable student voting documents containing the institution's letterhead or seal, the student's legal name, current residential address, date address was established, and date of birth through a self-service process.

Requires higher education institutions to provide students with information about voter eligibility requirements when issuing the documents.

Adds student voting documents issued by higher education institutions as an acceptable form of identification for voting, provided the document includes all required information and is accompanied by a student photo identification card from the institution.

Maintains existing acceptable identification forms including driver's licenses, tribal government ID, and supplemental documents such as utility bills, bank statements, government checks, and paychecks.

Preserves special identification procedures for individuals in long-term care facilities, uniformed service members, and individuals with disabilities, and allows provisional ballots for those unable to provide valid identification.
