Creates new procedures for filling vacancies in North Dakota legislative assembly seats through appointment by district party committees rather than gubernatorial appointment.

Secretary of state notifies chairman of legislative management of vacancies, who then notifies the district committee of the former member's political party to select a replacement within 21 days.

Appointed individuals begin their terms on December 1st if the vacancy results from a member-elect's death or disqualification before taking office.

Appointed members serve until a successor is elected at the next general election that occurs at least 94 days after the vacancy, with special provisions if that election is sooner.

Allows qualified electors to petition for a special election to fill vacancies during a member's term if petition receives signatures equal to at least 4 percent of the district's population within 30 days of appointment.
