Amends North Dakota Century Code section 54-44-04.6 to modify procedures for state surplus property management and disposition by the Office of Management and Budget.

Requires department heads to inform the director of the office of management and budget when their agency possesses surplus property, and allows political subdivisions to submit surplus property for disposition.

Establishes a $3,000 threshold for surplus property sales: property valued at more than $3,000 must be sold by sealed bids or public auction to the highest bidder with no prior deposit required; property valued at less than $3,000 may be sold by sealed bids, public auction, or negotiation.

Imposes a $50 fee on nonresidents purchasing state fleet vehicles at department of transportation auctions.

Directs that proceeds from property sales of $3,000 or more be returned to the originating agency after deducting administrative expenses, while proceeds from sales under $3,000 remain in the surplus property operating fund unless subject to special distribution requirements.
