• Government officials, health care providers, and employers administering vaccines or providing immunization information must provide CDC vaccination immunization statements and, upon request, vaccine package inserts to individuals or parents/guardians before administration.

• State Department of Health must make vaccine exemption forms publicly available on its website and in all public schools, with information about exemptions under section 23-07-17.1 for minors.

• Medical providers serving pregnant women must provide clear explanation of all vaccinations and disclose that vaccines have never been studied in pregnant women before administration, but cannot disseminate this information while the woman is in labor or under duress.

• Vaccination providers may not use threats, coercion, or intimidation tactics to pressure patients or parents/guardians to receive vaccines.

• Violations by government officials, medical providers, or employers are classified as infractions; the bill does not reduce manufacturer liability for vaccine injuries.
