Requires vehicles proceeding at less than normal traffic speed on multi-lane roadways to drive in the right-hand lane, with exceptions for overtaking, left turns, and specific traffic conditions.

Prohibits vehicles from driving in the left-most lane on roadways with two or more lanes in the same direction when another vehicle is immediately behind, unless overtaking, turning left, using designated lanes, exiting or entering controlled-access highways, or in adverse traffic conditions.

Requires vehicles overtaking or passing another vehicle in the left-most lane to exit that lane as soon as possible when another vehicle approaches from behind.

Exempts law enforcement vehicles, ambulances, emergency vehicles engaged in official duties, and vehicles performing highway maintenance or construction operations from left-lane restrictions.

Amends section 39-10-11 to make overtaking and passing rules subject to the updated roadway lane requirements in section 39-10-08.
