School districts and nonpublic schools may adopt policies allowing students in grades 6-12 to earn course credit through educational opportunities with sponsoring entities, including work-based learning, apprenticeships, internships, and industry certifications.

Proposals must identify a licensed teacher of record employed by the school, provide increased educational opportunities, and improve academic success; the superintendent of public instruction must approve proposals within 90 days of submission.

The superintendent of public instruction shall adopt rules to administer the program and may revoke approval if schools or sponsoring entities fail to comply with agreed terms or program requirements.

Participating schools must provide evaluation data to the superintendent as requested, and the superintendent must report proposal information to legislative management biannually and on the department website.

The superintendent must provide written explanations for any proposal denials and report to legislative management if any approvals are revoked.
