Amends section 6-09.4-24 to remove the North Dakota building authority from entities that can have the public finance authority issue bonds on their behalf, while maintaining the exception that building authorities generally cannot use this process.

Adds a new prohibition in section 21-03-06.1 preventing school boards from entering into agreements with building authorities under IRS revenue ruling 63-20 that would require school district payments, regardless of project cost or other approval requirements.

Modifies section 48-12-01 to remove reference to building authorities in the definition of "facility" for state property improvements.

Removes language in section 54-44.5-08 regarding the state building authority receiving appropriations for debt service retirement on energy improvement program bonds and eliminates the exemption from limitations in section 54-17.2-23.

Repeals chapter 54-17.2 of the North Dakota Century Code, which governs the North Dakota building authority, effectively eliminating the entity.
