Establishes a five-member truth, healing, and reconciliation commission appointed by an advisory council comprised of five members from each tribal nation in the state, a state historical society liaison, and one neutral member preferably a tribal elder.

Commission shall hire a director, appoint one man and one woman as spiritual advisors, examine historical records, receive testimony from indigenous victims and families, and document the adversarial historical relationship between the state and North Dakota Native Americans.

Commission must study the impact of historical and intergenerational trauma in tribal communities, collaborate with tribal nations by traveling to each to receive testimony, and conduct annual peace summits at the International Peace Garden.

Commission shall submit annual reports and a final written report to the governor and legislative management on or before January 1, 2025, including recommendations for addressing truth, reconciliation, and intergenerational trauma, and shall present the final report to each tribal nation.

Act expires and becomes ineffective on August 1, 2025.
