Amends North Dakota Century Code section 54-12-01 to require the attorney general to issue written opinions within a reasonable time when requested by individual members of the legislative assembly on legal questions.

Attorney general may decline to issue an opinion if the request involves only questions of fact, constitutional issues, judicial branch operations, pending or decided court matters, private legal advice, or criminal offense determinations.

When declining to issue an opinion, the attorney general must provide a written response to the individual who requested the opinion explaining the reason for the denial.

Expands the attorney general's duty to provide opinions beyond the governor and state officers to include individual legislators making written requests.
