Creates section 19-02.1-16.5 prohibiting pharmacy benefits managers from discriminating against or interfering with covered entities and pharmacies participating in the federal 340B program.

Prohibits pharmacy benefits managers from refusing to contract with pharmacies, modifying the definition of pharmacy, reimbursing lower amounts for 340B drugs, or charging pharmacies for claims adjudication processing network fees.

Makes contract and claim information between covered entities and contracted pharmacies confidential.

Establishes class B misdemeanor penalty for each violation of pharmacy benefits manager restrictions by a pharmacy benefits manager.

Adds SARS-CoV-2 to the list of approved waived screening laboratory tests that pharmacists are permitted to administer under North Dakota law.
