Requires the state board of higher education and each institution to adopt a campus free speech policy protecting students' rights to free speech, assembly, and expression

Prohibits institutions from restricting students' free speech to designated "free speech zones" and requires outdoor areas remain open forums for speech subject only to reasonable, content-neutral, viewpoint-neutral time, place, and manner restrictions

Protects faculty from adverse employment action for classroom speech unless the speech is not reasonably germane to the subject matter and comprises a substantial portion of classroom instruction

Prohibits institutions from denying student activity fee funding to organizations based on viewpoints, charging security fees based on speech content or speaker identity, or retaliating against invitations to guest speakers based on their viewpoints

Restricts student-on-student discriminatory harassment enforcement to speech that is unwelcome, targets a protected basis, and is severe and pervasive enough to deny equal access to education, or to quid pro quo sexual harassment
