Urges Congress to temporarily amend federal truck length and weight restrictions on National Network highways and interstates to allow North Dakota and surrounding states to conduct a road train pilot program.

Defines a road train as a trucking vehicle consisting of two or more connected trailers hauled by a single tractor unit that may exceed current length and gross vehicle weight limitations but not axle load limits.

Cites a shortage of approximately 900,000 truck drivers with commercial driver's licenses and a 40 percent decline in railroad infrastructure between 1920 and 2017 as justifications for the pilot program.

Requests permanent amendment of federal restrictions to allow road trains on National Network highways and interstates if the pilot program proves successful.

Directs the Secretary of State to forward copies of the resolution to the Speaker of the United States House of Representatives, the President Pro Tempore of the United States Senate, and all members of the North Dakota Congressional Delegation.
