Amends Section 7 of Article IV of the North Dakota Constitution to allow the legislative assembly to reconvene for up to 20 days per biennium to consider vetoed bills or items or address emergencies.

Days spent in reconvened sessions to address emergencies or consider vetoes do not count toward the 80-day limit on regular legislative sessions.

Reconvened sessions may be called at a time designated by the legislative management for these specified purposes.

Requires submission of the proposed amendment to North Dakota voters at the 2022 general election.
