Increases voter approval threshold for citizen-initiated constitutional amendments from a simple majority to at least 55% of votes cast under Article III, Section 9 of the North Dakota Constitution.

Increases voter approval threshold for legislative-proposed constitutional amendments from a simple majority to at least 55% of votes cast under Article IV, Section 16 of the North Dakota Constitution.

Maintains the existing requirement that citizen-initiated amendments must be signed by electors equal to 4% of the state's resident population at the last federal decennial census.

Maintains the requirement that legislative-proposed amendments must first be approved by a simple majority roll call vote in both houses of the legislature before being submitted to voters.

Submitted to North Dakota qualified electors for approval at the 2022 general election.
