Urges Congress to call a convention of the states under Article V of the U.S. Constitution to propose a constitutional amendment imposing term limits on members of the House of Representatives and Senate.

Designates this application as a continuing application that remains active until legislatures from at least two-thirds of all states submit applications on the same subject.

Authorizes aggregation of North Dakota's application with other states' applications on congressional term limits to reach the two-thirds threshold required to trigger a constitutional convention.

Prohibits aggregation of this application with applications on any other subject matter.

Directs the Secretary of State to forward copies of the resolution to the President, U.S. Senate leadership, U.S. House leadership and Judiciary Committee Chairman, and all members of the North Dakota Congressional Delegation.
