Urges Congress and the President to fully fund the biota water treatment plant for the northwest area water supply in North Dakota.

References the Pick-Sloan Missouri Basin Program (1944 Flood Control Act) which promised North Dakota 1.2 million acres of irrigation and water supply benefits but delivered only 75,480 acres of irrigation and no water supply to date.

Notes that the Boundary Waters Treaty of 1909 with Canada requires that waters crossing the boundary not be polluted to the injury of health or property on either side.

States the United States determined a biota treatment plant is required to comply with the Boundary Waters Treaty, but Congress has not appropriated funds for this federal responsibility.

Directs the Secretary of State to send copies of this resolution to the President, congressional leadership, and the North Dakota Congressional Delegation by certified mail.
