Directs the Legislative Management to study the prevalence of bias-motivated crimes in North Dakota based on race, color, religion, gender, disability, sexual orientation, gender identity, national origin, or ancestry

Study must examine limitations of existing bias-motivated crime data, assess state and federal bias-motivated crime laws, and evaluate law enforcement training on identifying, investigating, and reporting such crimes

Study must determine law enforcement reporting requirements to state and federal authorities, calculate the percentage of agencies collecting and reporting bias-motivated crime data, and compare training standards between accredited and non-accredited police departments

Study must analyze prosecution rates for bias-motivated crimes and include consultation with the Attorney General, local law enforcement, and nongovernmental organizations addressing bias crimes

Legislative Management must report findings, recommendations, and any required implementing legislation to the Sixty-eighth Legislative Assembly
