Appropriates $63,811,414 in total funds ($36,327,762 from general fund) to the North Dakota Highway Patrol for the biennium beginning July 1, 2021, through June 30, 2023, with a reduction of 4 full-time equivalent positions from 197 to 193.

Includes $2,092,500 for salary equity adjustments (not to exceed $1,532,000), on-call pay, and location incentive pay for highway patrol officers.

Appropriates $8,100,000 from federal coronavirus relief funds for law enforcement officer payroll costs from January 1, 2021, through June 30, 2021, which replaces existing general fund and highway tax distribution fund appropriations.

Authorizes transfer of $9,346,781 from the state highway tax distribution fund and $3,147,244 from the motor carrier electronic permit transaction fund to cover highway patrol expenses during the biennium.

Provides each patrol officer up to $200 per month for meal and travel expense allowances within North Dakota and repeals subdivision b of subsection 5 of section 39-08-13 relating to accident report forms.
