Appropriates $284,813,424 in total funds ($218,165,809 from general fund) to the Department of Corrections and Rehabilitation for the biennium July 1, 2021 through June 30, 2023, including $260,228,579 for adult services and $24,584,845 for youth services.

Allocates $2,087,988 in one-time funding for equipment, infrastructure, and technology projects including Roughrider industries equipment ($1,281,988), storage warehouse ($500,000), and kitchen equipment ($115,000).

Appropriates $43,689,050 from the federal Coronavirus Relief Fund for law enforcement payroll costs from March 2020 through June 2021, and includes $18,371,718 in estimated federal coronavirus relief fund income through December 31, 2021.

Directs the Department of Corrections and Rehabilitation to be the payer of last resort for community-based behavioral health services and requires community behavioral health funding to be utilized before substance use disorder treatment voucher program funding.

Establishes a legislative management study during the 2021-22 interim to consider the sale of department-owned land to finance construction of new correctional facilities.
