Appropriates $65,405,492 total funds to Job Service North Dakota for the 2021-23 biennium, including $28,994,942 for salaries and wages, $17,164,373 for operating expenses, and $8,281,051 for grants, with 156.61 full-time equivalent positions authorized.

Allocates $10,945,126 in federal Reed Act funds from fiscal years 1957, 1958, 1999, and 2002 for developing a modernized unemployment insurance computer system.

Authorizes the executive director to suspend the one-week unemployment waiting period when federal reimbursement for benefit charges becomes available, applying the suspension to all new initial claims filed during the suspended period.

Prohibits the Information Technology Department from charging agencies more than the cost of transferred salaries, wages, and operating expenses for the 2021-23 biennium technology unification initiative, requiring annual reports to legislative management on efficiencies and cost-savings achieved.

Designates Section 5 (unemployment benefits eligibility amendment) as an emergency measure.
