Appropriates $275,146,058 in all funds ($28,975,953 general fund) to the Information Technology Department for the 2021-23 biennium, including 77 new full-time equivalent positions.

Transfers $6,000,000 from the health information technology planning loan fund to the electronic health information exchange fund for health IT office and network expenses during 2021-23.

Includes $6,500,000 in federal coronavirus relief funding for cybersecurity operating expenses and exempts $20,000,000 for the statewide interoperable radio network from normal budget restrictions.

Authorizes the IT Department to charge state agencies participating in IT unification at rates not exceeding actual salaries, wages, and operating expenses of transferred positions, with positions to revert to original agencies unless the legislature finds cost-savings.

Requires legislative management studies during 2021-22 interim on IT budgeting processes, cybersecurity costs, IT unification effectiveness, large technology companies' impacts, and virtual currency regulation.
