Appropriates $60,631,005 in total funds to the North Dakota Department of Environmental Quality for the 2021-23 biennium, with $13,661,075 from the general fund and 166 full-time equivalent positions.

Increases boiler inspection certificate fees from $20 to $35 per year for each year a certificate is valid or part of a year.

Allocates $250,000 from the environment and rangeland protection fund, including $50,000 for a grant to the North Dakota stockmen's association environmental services program.

Directs the department to prioritize federal COVID-19 relief funds for wastewater testing and laboratory information management system expenses before accessing general fund resources.

Requires the department to gather information on carbon reduction initiatives and technologies during the 2021-22 interim and submit a report to legislative management by September 1, 2022.
