Appropriates $3,374,274 in total funds to the Department of Veterans' Affairs for the biennium beginning July 1, 2021, and ending June 30, 2023, with $1,570,624 from the general fund.

Allocates funds across multiple veteran services including $1,501,950 for general veterans' affairs, $292,024 for the state approving agency, $1,220,000 for grants and transportation programs, $291,500 for veterans' home cemetery, and $50,000 for a posttraumatic stress disorder service dog program.

Authorizes one additional full-time equivalent position, bringing the department total to 8.00 FTEs.

Designates $291,500 for veterans' home cemetery as one-time funding not to be included in the entity's base budget for the 2023-25 biennium, requiring the department to report to the appropriations committees on its use.
