Appropriates $11,150,000 to the state board of higher education for matching grants for student scholarships and academic advancement at higher education institutions for the 2021-2023 biennium, designated as one-time funding.

Limits matching grants to $1.7 million per institution for the University of North Dakota and North Dakota State University, and $1.5 million for projects at UND School of Medicine and Health Sciences.

Requires institutions receiving state aid to certify they do not sponsor, partner with, or provide grants to organizations that perform or promote abortion (except to prevent death of the woman), and do not support materials that fail to give preference to normal childbirth over abortion.

Imposes a $2.8 million reduction in state aid for institutions that violate certification requirements, and makes individuals who sign violating contracts guilty of class B misdemeanor.

Exempts medical hospitals, clinics, and nursing education programs from the abortion-related restrictions.
