Increases the career and technical education credit factor from 2.0 to 3.0 for lower division credits and 5.0 for upper division credits in the higher education funding formula.

Adjusts credit completion factor thresholds by raising the credit-hour minimums (e.g., from 120,000 to 135,000 for the 1.10 factor; from 90,000 to 130,000 for the 1.15 factor).

Repeals section 15-18.2-04 regarding the institutional size factor and removes references to it in the base funding calculation.

Establishes a minimum funding protection requiring institutions to receive at least 96% of their state aid from the previous biennium beginning with the 2021-23 biennium.

Directs the state board of higher education to study the higher education funding formula by June 30, 2022, and establishes legislative intent regarding classification of specific course types (veterinary medicine, computer sciences, and technical trades).
